At Least 14 Killed in Swiss Shooting Rampage "
September 2001
A Swiss man went on a shooting rampage during a session at the state
legislature spraying an assault rifle at random and setting of an
explosive. At least 14 people were killed, including the shooter –
with 16 others being injured. Members of government and others were
killed by a man who apparently had a grievance against local officials
and was reportedly dressed as a police officer.

ANALYSIS |
| Studies of similar
tragedies has determined that frequently such crimes are
precipitated by grievances, irregular behavior, and
threats often not taken seriously. Systems need to be in
place to effectively address such issues at an early stage
as prevention is usually more preferable than after
incident reaction. Whether it is government or corporate
regular risk assessments, with target hardening
objectives, need to be made by persons trained in this
field. Security, consistent with potential need, and
contingency plans should be in place. We are in a changing
world and, unfortunately, for purposes of continued
comfort and safety, regular re-evaluation of security
priorities is an essential ingredient in contemporary
workplace planning. Necessary enhancement actions,
appropriate to need, must then follow.
